I don't know a time scale for a normal person (I am a fast learner) I started 3d 5 months ago in 3ds max, 2 month into max i quit and went to blander, so i only use blender for 2 months, it's not to hard if you have all the time in the world to view tutorials and study things tho.

the only problem I have now is that I'm using a Mac and things are a little different there (no extra numpad for example) but I've already found some helpful tips. can't wait to get started :D

if you're going for low poly there area a lot of areas you can clean up for instance the shoes, the vertical edges, the boobs, headphones, purse, and eyes.
you can easily reduce the arms and legs to only 8-6 edges and it'll still look about the same... oh man this would be so much easier with a demo lol... mostly reduce the amount of vertical edges. you can easily get this character down to 2000-3000 polys and have it still look the same :)
